yes it was a great result and hopefully a wake up call to the rest of the people with septic tanks along the river that they don't have the same problem with then leaking tanks.

Salmon Netting at Sea in Northern Ireland
The Ulster Angling Federation welcomes the information today from the Department of Culture Arts and Leisure (DCAL) that they cannot legally issue licences to net salmon this year due to the perilous status of the salmon population. This comes about as a direct result of the Ulster Angling Federation challenge to DCAL policy at the European Union Environment Directorate in Brussels. The Federation can confirm that the remaining salmon nets are in breach of the Habitats Directive as they are mixed stock fisheries, and as such are illegal due to the stock collapse on the River Finn in Donegal, a Special Area of Conservation for salmon. Sadly DCAL for some years refused to see commonsense. Following a meeting at the EU in Brussels on January 24th, DCAL have moved now in the face of threats of huge fines from Europe.
The anglers have always taken the lead in salmon conservation, and recently have exerted very considerable pressure at Stormont on this issue via the “No To Salmon Nets” group. MLAs Robin Swann and Danny Kinahan have also worked extremely hard, and have been instrumental in focusing pressure on the issue. The Ulster Angling Federation policy on salmon has not changed since we commenced our campaigns on salmon in the late 1980s. This work intensified in the early 1990s and in 1993 we set up our sister organisation the North Atlantic Salmon Fund (NI), which led directly to the buyouts of some 225 salmon nets in NI.
Despite a long series of meetings and correspondence over a number of years between The Ulster Angling Federation, the North Atlantic Salmon Fund (NI), and DCAL, this Department continued to licence the remaining Mixed Stock Interceptory salmon Net Fishery which has been taking salmon destined for a large number of rivers in NI that are not meeting their Conservation Limit, and also the River Finn.
Under European law, DCAL have failed to make an appropriate assessment under article 6(3) of a plan or project likely to have a significant effect on the conservation status of a species (Salmo Salar) for which a Candidate Special area for Conservation has been identified in Ireland (the river Finn).
They have licenced and allowed the killing of an Annex II directed species without taking account of or consulting other member nations on the impact upon their SAC (the river Finn) of that licenced activity.
The Ulster Angling Federation policy remains the same as it has always been; that there is no future for commercial salmon netting, and that exploitation by rods only, with appropriate limits, offers the only prospect of a continued salmon presence in our rivers.
Local Angling Associations have worked extremely hard for many years to conserve, protect, and enhance not only the fishery on rivers, but the entire river environment. This is important for its own sake, but also benefits local people and increasingly, visitors. Countless (voluntary) man-hours and hundreds of thousands of pounds have been spent to improve rivers and associated fisheries: these Associations continue to provide a self-financing and voluntary community-based effort to look after the rivers. A huge effort is now underway to protect and conserve the salmon. Accordingly, in recognition of the parlous state of most salmon stocks in the Province, the Ulster Angling Federation recommend that as salmon numbers are at a historically low point, angling associations give serious consideration to the immediate introduction of ‘catch and release’ for salmon in order to protect stocks.
We must now build on this success of the Habitats Directive in protecting the remaining salmon stock and work across a range of measures to conserve and enhance this wonderful fish for the future.

Robin Swann MLA's North Antrim UUP Advice Centre I can confirm DCAL waters will be "Catch & Release" in 2012 -
UUP spokesman for Culture Arts and Leisure Robin Swann MLA has welcomed confirmation that DCAL will apply catch and release for salmon on all waters it is reposnible for in the coming season.
"Following some concern that the Department had not yet confirmed its own position on catch and release despite calling for local angling club...s to take a voluntary decision to release all salmon this season I contacted the Minister to seek clarification. I am pleased to say that I received a very prompt response from the Department to confirm that they will apply the same measures to areas they have control of and their website and information on angling will be amended to reflect this.
to quote "I can assure you that DCAL is fully seized of the need to set an example and promote catch and release at DCAL fisheries in 2012 where the opportunity to catch a salmon exists. We shall deal with this through our permit and day ticket system including consideration to restricting methods of fishing."
It is important that everyone who has the long term interests of angling in Northern Ireland at heart works together to improve the situation. No section or interest group can be allowed to step back and say that they will take advantage of the good work of others."

The AGM has been arranged for Monday, 13 February. I am still awaiting confirmation as to the membership fees for 2012 but at the moment it looks as if they will remain the same as last year. The AGM notices are being sent out this week.

"Impacts of mixed stock fishing on Atlantic salmon in Lough Foyle - EU pilot 1079/10/ENVI, in the River Finn (new CHAP (2011) 02025) and more widely off the UK coast.
With regard to the situation in Lough Foyle, the Commission has assessed the response of the UK authorities and noted that mixed stock fishing nets have been removed. The complaint therefore appears to have been resolved. It appears however that mixed stock fishing continues in the area to the East of the Lough off the Antrim coast where netting continues. This activity has been identified as impacting on Atlantic salmon returning to the Lough Foyle. The Commission would like to understand what action has been taken to assess this activity under Article 6.3 of the Habitats Directive and potentially phase out this activity given the very worrying data now presented of Atlantic salmon populations in the River Finn SAC dramatically falling. It would appear that in 2002, 5768 salmon were counted whereas in 2010 this had dropped to 1421. The Commission would like to know what action is being taken to address this dramatic decline.
With regard to the UK's response to wider mixed stock fishing in England it would appear that the only area of potential concern is the North East fishery which continues to operate. It would appear that from the information provided that the situation of impacts of fishing on river stocks was last assessed in 1982. It would be helpful to know whether a more recent assessment was carried out under Article 6.3 of the Directive and what the results of this were. With regard to Scotland it would appear that an assessment of Atlantic salmon populations in SACs was carried out and due to report in 2011. Information on the results of this assessment would be of interest. Furthermore, the Commission would like to better understand how and where mixed stock fishing is authorised in Scotland with regard to compatibility with the Habitats Directive and the declared net catch. For Northern Ireland it would be helpful to have information on how the remaining commercial fishing operations are authorised and assessed under Article 6.3 of the Habitats Directive with regard to their impact on returning Atlantic salmon to UK SACs e.g. results of tagging.

McMullan calls for all concerned to ensure salmon stock survival
East Antrim MLA Oliver McMullan said that people concerned with the state of wild Atlantic salmon stocks need to make use of a consultation period to get their views taken on board before any legislation is enacted.
His comments came after the Minister for Culture, Arts & Leisure Carál Ní Chuilín said the ‘continued commercial exploitation of wild Atlantic salmon and killing of salmon caught by rod and line in the DCAL jurisdiction is currently untenable’.
Oliver McMullan said: “I have met with those involved in commercial fishing and angling and call on all concerned with the state of wild Atlantic salmon stocks to support the Minister’s call for a range of voluntary conservation measures for 2012.
“During this period the Minister said her department will conduct a consultation with interested parties on a range of options that need to be taken to ensure the long term sustainability of the salmon stocks.
“I encourage all those concerned with the preservation of the salmon stocks to make their views known to the department so that the future of both commercial fishing and recreational angling for salmon can be sustained.”

I would have to agree with you there bugsnapper if we can't be seen to be doing our bit what chance is there for the powers that be doing theirs. We as a club need to show that we mean business on this and together we can turn the tide and try to bring all our rivers back to their former glory.
